Referees who hold a Certificate from the USSF are under the jurisdiction of the California Youth Soccer Association ("CYSA") and USSF. Discipline of offenses by a certified referee will be handled by CYSA District V Referee Coordinator and/or the USSF.
In addition to the consequences administered by USSF and CYSA, NYSL has the right to deny the referee a position refereeing in Club/Class III and Class I games, as well as Recreation games.
Referees who are trained through NYSL and do not hold a USSF certificate are under the jurisdiction of NYSL.
1. Confronting any player, spectator or other coach in a physical manner by initiating physical contact, to include bumping, pushing, shoving, or by directing foul language to any player, spectator or coach:
First offense: One (1) year suspension from Refereeing for the NYSL and one (1) year of probation.
Second offense: Permanent suspension from NYSL and permanent suspension from attending all NYSL games as a spectator.
2. Striking or attempting to strike a player, spectator or coach:
First offense: Permanent suspension of referee from NYSL and permanent suspension from attending all NYSL games as a spectator.
